Understand your municipality to change it

You have more power than you think.

Plans, budgets and local data already say a great deal about what is possible — and about where exactly you can make a difference. SustainBridge makes that information available in plain language, with sources you can check. So you can see how to influence decisions and results.

The tool is built for Norwegian municipalities, and every one of them is already loaded — log in from anywhere in the country. That is also why it is useful to everyone else who sets out to influence a municipality: you are all working from the same material.

Example from SustainBridge A question about social challenges in a municipality, answered in four points with quantified findings and a source list below. SustainBridge What social challenges is Steinkjer facing? Answer built on the municipality's own documents ANSWERED IN 16 SECONDS Housing and living conditions 450–500 households Social exclusion 4,500 residents, aged 16–66 Children and young people below the national average Meeting places too few, widely scattered The challenges reinforce one another. What you get

Three tasks you get done straight away

Every Norwegian municipality and county authority is already loaded. No installation, no integration and no help from IT to get started — the municipality's documents are in place before you log in for the first time. You can also add your organisation’s own working material — drafts, proposals, presentations and answers to political questions — and get feedback on structure and professional coherence.

Look it up — what does it actually say?

Ask the question in plain language: what do our plans say about this? The answer is built on the municipality's own plans and strategies, and shows which document each statement comes from.

See the connections — who does it concern?

What looks like one sector's issue is almost always shared. You see which areas a measure touches — public health, childhood and education, culture, business, land use — and who has a role in each of them.

Use it in a case — can you stand behind it?

You get a basis you can check yourself, with the sources in place — ready to go into a committee report, an application or a consultation response, and ready for someone to ask where it came from.

The municipality's tasks

How it is used in an ordinary working week

Eighteen tasks a municipality actually faces. Every one is answered from the municipality's own adopted material and from current laws and regulations, with sources you can check.

Understand the municipality

Which needs are documented here? · What does the municipal master plan say about this? · What does the public health profile show? · How do we compare with the neighbouring municipality? · What do we spend money on, compared with others? · What does the law say about this?

Write and quality-assure

Draft a committee report from adopted material · Quality-assure a report before the committee meets · Write a consultation response · Answer a question from an elected member · What is missing from this case file? · Are the requirements in the regulations covered?

Connect and show effect

Which sectors does this measure touch? · Who else is working on the same thing? · Which plans point the other way? · What would count as a result? · Ground a measure in adopted material for an application · Which regulations apply here?

Division of responsibility

What the system does, and what it does not

The judgement stays with you. Not with an external consultant. The tool leaves you better informed — it does not take the judgement over.

The system does

Retrieves and organises the municipality's own plans, strategies and public documents · Shows which document an answer rests on · Points out connections across sectors · Gives a basis that can be verified

The system does not

Does not replace professional judgement or political assessment · Does not decide what should be prioritised · Makes no decisions, and prepares no case without a case officer

The judgement stays with you

No one can be held responsible for an answer without sources. That is why every answer carries its own sources — and why the judgement is never taken away from you.

Not only for the municipality

The municipality does not own the place alone

The material a municipality governs by is public. That makes the tool just as useful to anyone setting out to build something in the same place — a health service business, a research group, an entrepreneur in a rural community. You work from the same material.
